EU Banking Union - Operational Issues and Design Considerations

Commissioned on behalf of the International Regulatory Strategy Group and authored by Anita Millar, this practitioner policy paper explores the EU Commission’s proposals for a Eurozone banking union. Agreed in principle on 29 June 2012 in order to mitigate systemic risks posed by Europe’s debt crisis, the EU Commission unveiled further proposals for banking union’s structure and design on 12 September 2012. Banking union will enact changes to the supervision and regulation of banks operating in the EU both within and outside of the Eurozone. This paper examines the identifiable components of banking union at this stage, as outlined by the Commission’s proposals, and provides an initial discussion of operational issues for EU financial markets.
